The bill would amend the Water Code to permit any prevailing party to recover attorney's fees and costs in any suit or enforcement action to which a groundwater conservation district is a party. Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
