BILL ANALYSIS Senate Research Center S.B. 867 85R9137 MTB-D By: Seliger Transportation 3/2/2017 As Filed AUTHOR'S / SPONSOR'S STATEMENT OF INTENT Colonel Charles Goodnight was a Texas Ranger and one of the best known ranchers in all of Texas history. He is often referred to as the "father of the Texas Panhandle" and well known for his role in establishing the Goodnight-Loving Trail. S.B. 867 seeks to honor Colonel Goodnight's contributions to the Texas frontier by designating U.S. Highway 287 from Claude to Clarendon as the Colonel Charles Goodnight Memorial Highway. As proposed, S.B. 867 amends current law relating to the designation of United States Highway 287 in Armstrong and Donley Counties as the Colonel Charles Goodnight Memorial Highway. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.123, as follows: Sec. 225.123. COLONEL CHARLES GOODNIGHT MEMORIAL HIGHWAY. (a) Designates the portion of United States Highway 287 from the eastern corporate limits of Claude to Clarendon in Armstrong and Donley Counties as the Colonel Charles Goodnight Memorial Highway. (b) Requires the Texas Department of Transportation (TxDOT), subject to Section 225.021(c) (prohibiting TxDOT from designing, constructing, or erecting a marker unless covered by certain funds), to design and construct markers indicating the designation as the Colonel Charles Goodnight Memorial Highway and any other appropriate information and erect a marker at each end of the highway and at appropriate intermediate sites along the highway.
