                    BILL ANALYSIS        Senate Research Center   S.B. 896     85R2814 JAM-D   By: Seliger         Business & Commerce         3/24/2017         As Filed          AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   S.B. 896 amends the definition of "alcoholic beverage" under the Alcoholic Beverage Code, to include powdered alcohol in order for it to be regulated by the Texas Alcoholic Beverage Commission.    As proposed, S.B. 896 amends current law relating to the status of powdered alcohol as an alcoholic beverage for purposes of the Alcoholic Beverage Code.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Section 1.04(1), Alcoholic Beverage Code, to redefine "alcoholic beverage" to include powdered alcohol.  SECTION 2. Effective date: September 1, 2017.

AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

S.B. 896 amends the definition of "alcoholic beverage" under the Alcoholic Beverage Code, to include powdered alcohol in order for it to be regulated by the Texas Alcoholic Beverage Commission. 

 

As proposed, S.B. 896 amends current law relating to the status of powdered alcohol as an alcoholic beverage for purposes of the Alcoholic Beverage Code.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Section 1.04(1), Alcoholic Beverage Code, to redefine "alcoholic beverage" to include powdered alcohol.



SECTION 2. Effective date: September 1, 2017.
