As proposed, S.B. 896 amends current law relating to the status of powdered alcohol as an alcoholic beverage for purposes of the Alcoholic Beverage Code. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 1.04(1), Alcoholic Beverage Code, to redefine "alcoholic beverage" to include powdered alcohol. SECTION 2. Effective date: September 1, 2017.
