                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            May 8, 2017      TO: Honorable Phil King, Chair, House Committee on Homeland Security & Public Safety      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB91 by Hall (Relating to the use of automatic license plate readers by a law enforcement agency.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would amend the Government Code to add a provision for automatic license plate readers (ALPR), limiting their use by a law enforcement agency or a municipal parking enforcement authority. The bill would require images and any related data produced from an ALPR to be used only for a law enforcement purpose or by a municipal parking enforcement authority to issue citations at the time of an alleged violation of a vehicle parking ordinance. It is assumed that the costs and duties to implement the provisions of the bill could be absorbed within existing resources. The bill would take effect September 1, 2017. Local Government Impact No significant fiscal implication to units of local government is anticipated.
