The bill would amend portions of the Health and Safety Code to set the expiration date of licenses issued to home and community support services agencies (HCSSAs) to the third anniversary of the date the license was issued, and require the Health and Human Services Commission (HHSC) to develop and implement a system to track the scope and severity of violations of rules and standards regulating HCSSAs that is comparable to the system used by the Centers for Medicare and Medicaid Services to categorize the scope and severity of violations for nursing homes. The bill would increase the maximum amount that HHSC may charge for a license to provide home health, hospice, habilitation, or personal assistance services from $2,000 to $3,000 to reflect the increase in the length of the licensure period from two years to three years. The bill would take effect September 1, 2017. The Health and Human Services Commission indicates that any costs associated with the bill could be absorbed within the agency's existing resources.  Local Government Impact No significant fiscal implication to units of local government is anticipated.
