RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS S.B. 94 amends the Government Code to authorize the governor or adjutant general, if delegated the authority, to adopt policies and regulations relating to awarding the Texas Border Security and Support Service Ribbon, which is required to be awarded to a member of the Texas military forces who served on or after July 28, 2014, on state active duty for at least 30 consecutive days and satisfactorily in support of operations to secure the Texas border. EFFECTIVE DATE September 1, 2017.
