                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            March 15, 2017      TO: Honorable Kelly Hancock, Chair, Senate Committee on Business & Commerce      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB947 by Kolkhorst (Relating to liability of certain electric utilities that allow certain uses of land that the electric utility owns, occupies, or leases.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would repeal Section 75.0021 and 75.0022(b) of the Civil Practices and Remedies Code relating to limited liability of certain electric utilities. The repealed sections would provide electric utilities limited liability that would apply to all counties, irrespective of population.  The bill would take effect immediately if it receives two-thirds vote of all members in both chambers; otherwise, it would take effect September 1, 2017.     Local Government Impact The Texas Association of Counties (TAC) and the Texas Municipal League (TML) anticipate no significant fiscal implications to units of local government.
