                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            March 22, 2017      TO: Honorable Joan Huffman, Chair, Senate Committee on State Affairs      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB970 by Watson (Relating to a sexual assault policy at public and private institutions of higher education.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would require public and private postsecondary educational institutions to adopt a sexual assault policy applicable to any person employed by the institution and to each student enrolled in the institution. The sexual assault policy would be required to include provisions regarding affirmative consent. The bill would require an institution  to implement a public awareness campaign informing students, staff, and faculty of the affirmative consent standard implemented by the institution. Provisions of the bill would be effective starting with the 2017 fall semester. Based on an analysis of agency responses, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by using existing resources. Local Government Impact No significant fiscal implication to units of local government is anticipated.
