                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            February 15, 2017      TO: Honorable Joan Huffman, Chair, Senate Committee on State Affairs      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SJR38 by Estes (Rescinding each and every application made at any time by the Texas Legislature to the United States Congress to call a national convention under Article V of the United States Constitution for proposing any amendment to that Constitution.), As Introduced    No significant fiscal implication to the State is anticipated.  The resolution would officially rescind, repeal, revoke, cancel, void, and nullify any and all applications from Texas legislators prior to the 85th Legislature, Regular Session, 2017, that apply to the United States Congress for the calling of a convention, pursuant to Article V of the United States Constitution, regardless of how old such previous applications might be, and irrespective of what subject matters such applications pertained to.  The resolution would require the Texas Secretary of State to transmit certified copies of the resolution to various members and employees of Congress.
