86R9113 KSD-D By: Guillen H.B. No. 1180 A BILL TO BE ENTITLED AN ACT relating to the agreement requirements for receiving a scholarship under the Texas Armed Services Scholarship Program. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 61.9773, Education Code, is amended by adding Subsection (a-1) to read as follows: (a-1) An agreement under this section must allow a student, upon completion of an undergraduate degree program and before entering into a commitment or contract for military service described by Subsection (a)(3), to complete a graduate or postgraduate degree program relevant to that military service at a public or private institution of higher education in this state. The board shall adopt rules for the administration of this subsection, including rules for determining whether a degree program is relevant to a student's planned military service. SECTION 2. The change in law made by this Act applies beginning with a Texas Armed Services Scholarship awarded for the 2019-2020 academic year. A Texas Armed Services Scholarship awarded for an academic year before that academic year is covered by the law in effect when the scholarship was awarded, and that law is continued in effect for that purpose. SECTION 3. The Texas Higher Education Coordinating Board shall adopt rules for the administration of Section 61.9773(a-1), Education Code, as added by this Act, as soon as practicable after this Act takes effect. SECTION 4. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2019.
