 A BILL TO BE ENTITLED
 AN ACT
 relating to the issuance of specially marked driver's licenses and
 personal identification certificates to emergency medical services
 personnel.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter E, Chapter 521, Transportation Code,
 is amended by adding Section 521.1025 to read as follows:
 Sec. 521.1025.  DESIGNATOR ON PERSONAL IDENTIFICATION
 CERTIFICATE ISSUED TO EMERGENCY MEDICAL SERVICES PERSONNEL. (a)
 In this section, "emergency medical services personnel" has the
 meaning assigned by Section 773.003, Health and Safety Code.
 (b)  The department shall include the designation "EMERGENCY
 MEDICAL" on a personal identification certificate issued to
 emergency medical services personnel in an available space either
 on the face of the personal identification certificate or on the
 reverse side of the personal identification certificate if the
 emergency medical services personnel:
 (1)  requests the designation; and
 (2)  provides proof sufficient to the department that
 the person is certified as emergency medical services personnel
 under Chapter 773, Health and Safety Code.
 (c)  A person who renews a personal identification
 certificate described by this section shall provide proof
 sufficient to the department that the person is certified as
 emergency medical services personnel under Chapter 773, Health and
 Safety Code.
 (d)  A person who holds a personal identification
 certificate described by this section shall surrender the
 certificate to the department in a manner provided by department
 rule if the person's certification as emergency medical services
 personnel expires or is revoked or suspended as provided by Chapter
 773, Health and Safety Code.
 SECTION 2.  Subchapter F, Chapter 521, Transportation Code,
 is amended by adding Section 521.1236 to read as follows:
 Sec. 521.1236.  DESIGNATOR ON LICENSE ISSUED TO EMERGENCY
 MEDICAL SERVICES PERSONNEL. (a) In this section, "emergency
 medical services personnel" has the meaning assigned by Section
 773.003, Health and Safety Code.
 (b)  The department shall include the designation "EMERGENCY
 MEDICAL" on a driver's license issued to emergency medical services
 personnel in an available space either on the face of the driver's
 license or on the reverse side of the driver's license if the
 emergency medical services personnel:
 (1)  requests the designation; and
 (2)  provides proof sufficient to the department that
 the person is certified as emergency medical services personnel
 under Chapter 773, Health and Safety Code.
 (c)  A person who renews a driver's license described by this
 section shall provide proof sufficient to the department that the
 person is certified as emergency medical services personnel under
 Chapter 773, Health and Safety Code.
 (d)  A person who holds a driver's license described by this
 section shall surrender the license to the department in a manner
 provided by department rule if the person's certification as
 emergency medical services personnel expires or is revoked or
 suspended as provided by Chapter 773, Health and Safety Code.
 SECTION 3.  As soon as practicable after the effective date
 of this Act, the Department of Public Safety of the State of Texas
 shall adopt the rules required by Sections 521.1025 and 521.1236,
 Transportation Code, as added by this Act.
 SECTION 4.  This Act takes effect September 1, 2019.
