 A BILL TO BE ENTITLED
 AN ACT
 relating to the participation of certain students in University
 Interscholastic League sponsored activities.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter D, Chapter 33, Education Code, is
 amended by adding Section 33.0833 to read as follows:
 Sec. 33.0833.  ACCESS TO UNIVERSITY INTERSCHOLASTIC LEAGUE
 SPONSORED ACTIVITIES FOR STUDENTS UNDER SUPERVISION OF TEXAS
 JUVENILE JUSTICE DEPARTMENT. (a)  The University Interscholastic
 League may provide students receiving educational services under
 the supervision of the Texas Juvenile Justice Department with the
 opportunity to participate in activities sponsored by the league in
 the same manner that the league provides the opportunity to
 participate to students enrolled in public schools.  Participation
 of a public school in an activity in which students receiving
 educational services under the supervision of the department
 participate is optional.
 (b)  Before providing students described by Subsection (a)
 with the opportunity to participate in activities described by that
 subsection, the University Interscholastic League must:
 (1)  enter into a memorandum of understanding with the
 Texas Juvenile Justice Department regarding the policies
 governing:
 (A)  the conditions of eligibility for students
 under the supervision of the department in activities sponsored by
 the league, including the:
 (i)  ages of students eligible to
 participate;
 (ii)  academic performance requirements for
 students; and
 (iii)  standards of behavior for students;
 (B)  the appropriate league in which students
 under the supervision of the department will participate; and
 (C)  the duties of the department regarding other
 policies of the league, including fees, insurance, and
 transportation; and
 (2)  adopt rules and administrative guidelines to
 implement this section, including procedures allowing for the
 optional participation of public schools in the activities provided
 to students under the supervision of the department under this
 section.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2019.
