Click here to see the committee vote A BILL TO BE ENTITLED AN ACT relating to a report of information concerning juvenile offenders committed to the Texas Juvenile Justice Department who have been in foster care. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 243.008(e), Human Resources Code, is amended to read as follows: (e) Not later than January 31 of each even-numbered year, the department shall submit a report to the governor, the lieutenant governor, and each member of the legislature [the speaker of the house of representatives, and each standing committee having primary jurisdiction over the department]. The department shall also make the report available to the public on the department's Internet website. The report must summarize statistical information concerning the total number and percentage of children in the custody of the department during the preceding two years who have at any time been in foster care. Data in the report must be disaggregated by: (1) age; (2) sex; (3) race or ethnicity; (4) the conduct for which children were committed to the department; and (5) children entering the juvenile justice system for the first time. SECTION 2. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2019. * * * * *
