 A BILL TO BE ENTITLED
 AN ACT
 relating to employee turnover reporting during a child-care
 facility's or registered family home's license renewal.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 42.050, Human Resources Code, is amended
 by adding Subsection (e) to read as follows:
 (e)  The application for renewal of a license must require
 the license holder to disclose the total number of employees who
 left employment with the license holder during the preceding
 calendar year.
 SECTION 2.  Section 42.052(f-1), Human Resources Code, is
 amended to read as follows:
 (f-1)  The executive commissioner shall adopt rules
 governing the certification and registration renewal process for
 all certifications and registrations issued under this chapter. The
 rules must include:
 (1)  renewal periods;
 (2)  a process for staggered renewals;
 (3)  a process for resolving a late application for
 renewal;
 (4)  expiration dates; and
 (5)  conditions for renewal, including requiring the
 certificate or registration holder to disclose the total number of
 employees who left employment with the certificate or registration
 holder during the preceding calendar year.
 SECTION 3.  Section 42.025, Human Resources Code, is amended
 by adding Subsection (a-1) to read as follows:
 (a-1)  In addition to the information required under
 Subsection (a), the searchable database must include the employment
 information disclosed under Sections 42.050(e) and 42.052(f-1)(5).
 SECTION 4.  As soon as practicable after the effective date
 of this Act, the executive commissioner of the Health and Human
 Services Commission shall adopt rules necessary to implement the
 changes in law made by this Act.
 SECTION 5.  The changes in law made by this Act apply only to
 a license, certificate, or registration renewed on or after the
 effective date of this Act. A license, certificate, or
 registration renewed before the effective date of this Act is
 governed by the law as it existed immediately before the effective
 date of this Act, and that law is continued in effect for that
 purpose.
 SECTION 6.  This Act takes effect September 1, 2019.
