A BILL TO BE ENTITLED
AN ACT
relating to educational requirements for inmates who are younger
than 18 years of age.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Chapter 493, Government Code, is amended by
adding Section 493.032 to read as follows:
Sec. 493.032. EDUCATIONAL REQUIREMENTS FOR CERTAIN
INMATES. (a) The department shall provide a course of instruction
that includes the required curriculum provided by Section 28.002,
Education Code, to each inmate who is younger than 18 years of age
unless providing the instruction poses a significant safety threat
to instructors. The Texas Education Agency shall collaborate with
the department in providing necessary materials for instruction.
(b) The department may enter into an agreement with the
Windham School District for purposes of complying with this
section.
(c) The board may adopt rules as necessary to implement this
section.
SECTION 2. This Act takes effect September 1, 2019.
