79 AN ACT
810 relating to the establishment of a grant program for promoting
911 computer science certification and professional development in
1012 coding, technology applications, and computer science for public
1113 school teachers.
1214 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1315 SECTION 1. Subchapter J, Chapter 21, Education Code, is
1416 amended by adding Section 21.468 to read as follows:
1517 Sec. 21.468. COMPUTER SCIENCE AND TECHNOLOGY APPLICATIONS
1618 PROFESSIONAL DEVELOPMENT GRANT PROGRAM. (a) In this section,
1719 "institution of higher education" has the meaning assigned by
1820 Section 61.003.
1921 (b) The commissioner shall establish a competitive
2022 professional development grant program to encourage teachers to:
2123 (1) obtain computer science certification; and
2224 (2) continue professional development in coding,
2325 computational thinking, and computer science education.
2426 (c) From funds appropriated for the purpose, the
2527 commissioner shall make grants to eligible providers that offer:
2628 (1) professional development for elementary school
2729 and middle and junior high school teachers to ensure teachers
2830 maintain a working knowledge of current computer industry standard
2931 tools and resources; and
3032 (2) training for computer science certification for
3133 teachers in accordance with certification requirements adopted by
3234 the State Board for Educator Certification.
3335 (d) To be eligible to receive a grant under this section, a
3436 provider must:
3537 (1) be an institution of higher education, regional
3638 education service center, or school district or partnership of
3739 multiple school districts or a nonprofit entity approved by the
3840 commissioner that has demonstrated experience in providing
3941 professional development through a statewide network; and
4042 (2) meet eligibility standards established by
4143 commissioner rule.
4244 (e) An eligible provider receiving a grant under this
4345 section must:
4446 (1) provide the training or professional development
4547 described by Subsection (c) and establish professional development
4648 hubs in each education service center region;
4749 (2) serve high-need campuses;
4850 (3) have established partnerships with institution of
4951 higher education faculty with expertise in computing and computer
5052 science education; and
5153 (4) develop partnerships with computer industry
5254 professionals.
5355 (f) The total amount of grants awarded under this section
5456 for a state fiscal biennium may not exceed $4 million.
5557 (g) The commissioner may adopt rules as necessary to
5658 implement this section.
5759 SECTION 2. Not later than December 31, 2019, the
5860 commissioner of education shall establish the grant program
5961 required under Section 21.468, Education Code, as added by this
6062 Act.
6163 SECTION 3. This Act takes effect immediately if it receives
6264 a vote of two-thirds of all the members elected to each house, as
6365 provided by Section 39, Article III, Texas Constitution. If this
6466 Act does not receive the vote necessary for immediate effect, this
6567 Act takes effect September 1, 2019.
