 A BILL TO BE ENTITLED
 AN ACT
 relating to mental health training for public school educators.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter A, Chapter 38, Education Code, is
 amended by adding Section 38.041 to read as follows:
 Sec. 38.041.  MENTAL HEALTH TRAINING. (a)  The commissioner
 shall approve a course of instruction for educators that provides
 not less than four hours of mental health training.
 (b)  The commissioner by rule shall require each educator to
 complete the course of instruction approved under Subsection (a)
 during the week before the first day of classes.
 (c)  The agency may provide the course of instruction
 required by this section using funds available for that purpose.
 SECTION 2.  Not later than January 1, 2020, the commissioner
 of education shall adopt rules required by Section 38.041,
 Education Code, as added by this Act, regarding educator mental
 health training.
 SECTION 3.  This Act applies beginning with the 2019-2020
 school year.
 SECTION 4.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2019.
