 A BILL TO BE ENTITLED
 AN ACT
 relating to the operation of the Ector County Hospital District.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Sections 1024.051(a) and (d), Special District
 Local Laws Code, are amended to read as follows:
 (a)  The district is governed by a board of seven directors
 elected from single-member districts.
 (d)  An election shall be held on the uniform election date
 in May of each odd-numbered [even-numbered] year to elect the
 appropriate number of directors.
 SECTION 2.  Section 1024.054(b), Special District Local Laws
 Code, is amended to read as follows:
 (b)  In addition to Subsection (a), a person who is elected
 from a single-member district [commissioners precinct] or who is
 appointed to fill a vacancy for a single-member district
 [commissioners precinct] must be a resident of that single-member
 district [commissioners precinct].
 SECTION 3.  Subchapter B, Chapter 1024, Special District
 Local Laws Code, is amended by adding Section 1024.0545 to read as
 follows:
 Sec. 1024.0545.  GROUNDS FOR REMOVAL. (a) It is a ground
 for removal from the board that a director is absent from more than
 half of the regularly scheduled board meetings that the director is
 eligible to attend in any 12-month period without an excuse
 approved by a majority vote of the board.
 (b)  The validity of an action of the board is not affected by
 the fact that the action is taken when a ground for removal of a
 director exists.
 (c)  A director may be removed for a ground provided by this
 section using the procedures provided by Subchapter B, Chapter 87,
 Local Government Code, for removing a county official.
 SECTION 4.  Section 1024.051(b), Special District Local Laws
 Code, is repealed.
 SECTION 5.  (a)  The legislature validates and confirms all
 governmental acts and proceedings of the board of directors of the
 Ector County Hospital District that were taken before the effective
 date of this Act.
 (b)  This section does not apply to any matter that on the
 effective date of this Act:
 (1)  is involved in litigation if the litigation
 ultimately results in the matter being held invalid by a final court
 judgment; or
 (2)  has been held invalid by a final court judgment.
 SECTION 6.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2019.
