CRIMINAL JUSTICE IMPACT It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 1060 amends the Government Code to authorize the governor or adjutant general, if delegated the authority, to adopt policies and regulations relating to awarding the Texas Border Security and Support Service Ribbon to a service member of the military forces of Texas, another state, or the United States who served as follows: on or after July 28, 2014; on state active duty or active duty under state authority for at least 90 consecutive days, or in response to an emergency activation; and honorably in support of operations under civilian authority to secure the Texas international border. EFFECTIVE DATE September 1, 2021.
