Fiscal Analysis
The bill would amend the Parks and Wildlife Code to declare invalid any provision of an agreement related to the relocation of the Battleship Texas after its repair if the provision provides for the relocation of the ship to any location other than the San Jacinto Battleground State Historic Site. The bill would take effect September 1, 2021.

Methodology
Based on information provided by the Texas Historical Commission (THC), this analysis assumes the costs to prepare the berth for the return of the Battleship Texas after it is repaired offsite would be $2,400,000 in fiscal year 2022. Included in this amount is $1,400,000 for dredging that would be necessary after the ship is removed, but before it would be returned. Also included is $1,000,000 to reinstall the moorings, piers, and gangway that would be removed in order to move the ship. This analysis also assumes that the Battleship Texas Foundation, a non-profit organization which has assumed control of the ship under a current memorandum of understanding with the Texas Parks and Wildlife Department (TPWD), would continue to be responsible for the repair, maintenance, and operation of the ship, and that neither THC nor TPWD would be responsible for any of these costs.
