The bill would amend Chapter 707 of the Transportation Code, relating to the prohibition of photographic traffic signal enforcement systems, to stipulate that a contract that violates Chapter 707 is void. The bill would repeal Sections 7(a) and (b), Chapter 372 (House Bill 1631), Acts of the Eighty-sixth Legislature, Regular Session, 2019, related to a local authority's authorization to operate a photographic traffic signal enforcement system until the expiration date specified in a contract entered into by the local authority for administration of the system as the contract existed on May 7, 2019.  Based on the information provided by the Texas Department of Transportation, it is assumed implementation of the bill would not result in a significant operational or fiscal impact to the agency or the State.  Local Government ImpactBecause the number and remaining terms of any active local government contracts related to the administration of photographic traffic signal enforcement systems is unknown, the fiscal implications of the bill cannot be determined at this time.
