                    BILL ANALYSIS             H.B. 130     By: Rodriguez     Transportation     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Leaders of independent school districts across Texas suggest that district resources would be better spent on providing students with a quality education, instead of paying highway tolls. H.B. 130 seeks to ensure school district resources are not spent on highway tolls by prohibiting a toll project entity from requiring a school bus to pay a toll for use of a toll project.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 130 amends the Transportation Code to exempt a public school bus from payment of a highway toll.        EFFECTIVE DATE    September 1, 2021.
