The bill would amend the Health and Safety Code to require the Texas Commission on Environmental Quality (TCEQ) to perform studies of air contaminant levels in residential areas within certain proximities to industrial facilities as identified in the bill and requires the agency to report on these studies to the commissioners court of each county included in the study. Based on the analysis of the TCEQ, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be absorbed with existing resources.
