 A BILL TO BE ENTITLED
 AN ACT
 relating to the notice given by a property owner prohibiting a
 handgun license holder from carrying a handgun on the property.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 30.06(c)(3), Penal Code, is amended to
 read as follows:
 (3)  "Written communication" means:
 (A)  a card or other document on which is written
 language identical to the following:  "Pursuant to Section 30.06,
 Penal Code (trespass by license holder with a concealed handgun), a
 person licensed under Subchapter H, Chapter 411, Government Code
 (handgun licensing law), may not enter this property with a
 concealed handgun"; [or]
 (B)  a card or other document on which is:
 (i)  written language identical to the
 following: "Pursuant to Section 30.06, Penal Code, Concealed Carry
 of Handguns Prohibited"; and
 (ii)  a pictogram that shows a handgun
 within a circle and a diagonal line across the handgun;
 (C)  a sign posted on the property that:
 (i)  includes the language described by
 Paragraph (A) in both English and Spanish;
 (ii)  appears in contrasting colors with
 block letters at least one inch in height; and
 (iii)  is displayed in a conspicuous manner
 clearly visible to the public; or
 (D)  a sign posted on the property that:
 (i)  includes:
 (a)  the language described by
 Paragraph (B)(i) in both English and Spanish; and
 (b)  the pictogram described by
 Paragraph (B)(ii);
 (ii)  appears in contrasting colors with
 block letters at least one inch in height; and
 (iii)  is displayed in a conspicuous manner
 clearly visible to the public.
 SECTION 2.  Section 30.07(c)(3), Penal Code, is amended to
 read as follows:
 (3)  "Written communication" means:
 (A)  a card or other document on which is written
 language identical to the following:  "Pursuant to Section 30.07,
 Penal Code (trespass by license holder with an openly carried
 handgun), a person licensed under Subchapter H, Chapter 411,
 Government Code (handgun licensing law), may not enter this
 property with a handgun that is carried openly"; [or]
 (B)  a card or other document on which is:
 (i)  written language identical to the
 following: "Pursuant to Section 30.07, Penal Code, Open Carry of
 Handguns Prohibited"; and
 (ii)  a pictogram that shows a handgun
 within a circle and a diagonal line across the handgun;
 (C)  a sign posted on the property that:
 (i)  includes the language described by
 Paragraph (A) in both English and Spanish;
 (ii)  appears in contrasting colors with
 block letters at least one inch in height; and
 (iii)  is displayed in a conspicuous manner
 clearly visible to the public at each entrance to the property; or
 (D)  a sign posted on the property that:
 (i)  includes:
 (a)  the language described by
 Paragraph (B)(i) in both English and Spanish; and
 (b)  the pictogram described by
 Paragraph (B)(ii);
 (ii)  appears in contrasting colors with
 block letters at least one inch in height; and
 (iii)  is displayed in a conspicuous manner
 clearly visible to the public.
 SECTION 3.  The change in law made by this Act applies only
 to an offense committed on or after the effective date of this Act.
 An offense committed before the effective date of this Act is
 governed by the law in effect on the date the offense was committed,
 and the former law is continued in effect for that purpose. For
 purposes of this section, an offense was committed before the
 effective date of this Act if any element of the offense occurred
 before that date.
 SECTION 4.  This Act takes effect September 1, 2021.
