                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION             April 13, 2021       TO: Honorable Stephanie Klick, Chair, House Committee on Public Health     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB1824 by Price (Relating to the continuity of services received by persons receiving services at state hospitals and state supported living centers.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would add a chapter to Health and Safety Code to create new procedures regarding the transfer of a resident from a residential care facility to an alternate residential care facility in order to receive intensive behavioral health or psychiatric services. The bill would require the executive commissioner of the Health and Human Services Commission to adopt rules regarding resident participation in treatment. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2021.The Health and Human Services Commission indicates it could absorb the costs associated with the bill within current resources. The Office of Court Administration indicates the state court system could absorb the costs associated with the bill within current resources.  Local Government ImpactTom Green County does not anticipate a fiscal impact to the county. The fiscal impact to other units of local government is not anticipated to be significant.
