                    BILL ANALYSIS             H.B. 1874     By: Larson     Natural Resources     Committee Report (Unamended)             BACKGROUND AND PURPOSE    It has been noted that staff at the Texas Water Development Board (TWDB) contributed considerable support for the interregional planning council, which was created during the 86th Legislative Session. TWDB staff provided administrative and technical support for virtual meetings; supplied background materials, agenda planning, and meeting facilitation; prepared meeting minutes; and assisted in developing various committee reports along with the final interregional planning council report. H.B. 1874 seeks to codify TWDB's responsibility to provide technical assistance to the council.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 1874 amends the Water Code to require the Texas Water Development Board to provide technical assistance to the interregional planning council.       EFFECTIVE DATE    September 1, 2021.
