The bill would amend the Health and Safety Code to require the commissioners court of a county with a population of more than 500,000 to regulate solid waste collection, handling, storage, and disposal in areas of the county not in a municipality or the extraterritorial jurisdiction of a municipality. Local Government ImpactAccording to the Texas Commission on Environmental Quality, counties to which the bill would apply that do not currently regulate solid waste services in the county area outside of any municipalities may incur fiscal implications to begin services in those areas.
