The bill would amend the Code of Criminal Procedure to permit a court to grant a convicted person relief on an application for writ of habeas corpus where new non-scientific evidence is available that was not available at the person's trial and the new evidence is material to the person's conviction.According to the Office of Court Administration, no significant fiscal impact to the state court system is anticipated.
