LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION April 28, 2021 TO: Honorable Jim Murphy, Chair, House Committee on Higher Education FROM: Jerry McGinty, Director, Legislative Budget Board IN RE: HB2279 by Middleton (Relating to certain requirements for a public institution of higher education policy requiring students to reside on campus.), As Introduced No significant fiscal implication to the State is anticipated. The bill would amend the Education Code relating to a public institution of higher education policy requiring students to reside on campus. It would require institutions to exempt students from a policy adopted by the institution requiring students to reside on campus if the student can demonstrate an ability to reside off campus at a lower cost or that the student cannot reside on campus without incurring debt. Several institutions reported that this could result in the loss of housing and meal plan revenue from students granted an exemption from the on-campus residency requirement. This auxiliary revenue is classified as institutional funds and would not impact the state. Local Government ImpactNo fiscal implication to units of local government is anticipated.
