Methodology This analysis assumes that 21.0 Investigator Caseworker Full Time Equivalents (FTEs) and 12.0 related staff FTEs would be required to place a child with a caregiver or other designated caregiver within 48.0 hours. This requirement would shorten the timeframe to place children and shorten the time DFPS would have to perform background checks, criminal history checks, evaluations of the proposed caregivers and complete a home study required prior to the full adversary hearing, which must be held 14.0 days within the date of the removal. This analysis assumes that to complete the necessary work, 4.0 additional hours of casework time would be needed for approximately 8,093.0 removals, based on fiscal year 2020 data. This would result in a total of 32,372 additional hours. This analysis assumes any additional costs to DFPS to implement the provisions of the bill could be accomplished within existing resources. Based on analysis of the Office of Court Administration, it is assumed that the costs associated with implementing the provisions of the bill could be absorbed within existing resources.
