The bill would amend the Government Code as it relates to declared disasters for the Texas Department of Criminal Justice (TDCJ) and the Board of Pardons and Paroles (BPP). The bill would establish an advisory board to provide BPP and TDCJ with an emergency response plan. According to the Health and Human Services Commission, TDCJ, and BPP, the costs associated with the bill's provisions could be absorbed using existing resources.This analysis assumes the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources.
