                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION             April 13, 2021       TO: Honorable Jeff Leach, Chair, House Committee on Judiciary & Civil Jurisprudence     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB2393 by Davis (Relating to State Bar of Texas elections.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would amend the Government Code to lower the threshold for a place on the ballot for the State Bar of Texas president-elect position from 5 percent of the membership to 500 active members and would require that the election rules permit electronic signatures on a written petition. The bill would prohibit discrimination by members of the Texas State Bar based upon religion, age, sex, race, color, creed, or national origin in elections for officers of the Bar. The prohibition could be enforced by an action for injunctive relief, costs, and attorney's fees filed in district court in Travis County.Based on information provided by the Office of Court Administration, no significant fiscal impact to the state court system is anticipated as a result from implementing the provisions of the bill.
