This bill would amend the Election Code to require the Secretary of State (SOS) to monitor court clerks and voter registrars for compliance with certain provisions relating to maintenance of a list of ineligible voters. The bill would also specify certain enforcement actions related to this monitoring activity. The bill would require the SOS to develop and implement a training course for court clerks and voter registrars regarding voter roll maintenance. The SOS indicates the bill would impose additional costs within its Elections Division; however, the agency could absorb any such costs within available resources. This analysis assumes the provisions of the bill addressing felony sanctions for criminal offenses would not result in a significant impact on state correctional agencies.
