BILL ANALYSIS H.B. 2670 By: Guillen Urban Affairs Committee Report (Unamended) BACKGROUND AND PURPOSE The Texas State Affordable Housing Corporation operates the Homes for Texas Heroes home loan program to provide low-interest home loans to qualifying Texans who are veterans or certain public servants. Although social workers provide valuable services to support the health and well-being of Texans in communities statewide, they are not recognized for that service through eligibility in this program. H.B. 2670 seeks to honor the role that social workers play in our society by making them eligible to receive a home loan through the program. CRIMINAL JUSTICE IMPACT It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
