                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION             March 24, 2021       TO: Honorable Chris Paddie, Chair, House Committee on State Affairs     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB2894 by Holland (Relating to participation in the comptroller's contracts for travel services.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would amend Chapter 2171 of the Government Code regarding travel and vehicle fleet services to expand the list of entities eligible to take part in the Comptroller's contracts for travel services.  The bill would also remove language authorizing the Comptroller to charge a fee to certain entities participating in the Comptroller's contracts for travel services.According to the Comptroller, the provisions of the bill that would expand the number of entities eligible to participate in the Comptroller's contracts for travel services could result in a decrease in state and local government purchasing costs; however, the amount of the decrease cannot be determined at this time. Any costs to implement the provisions of the bill could be absorbed within existing resources.   Local Government ImpactThe Texas Association of Counties anticipates a potential positive fiscal impact to counties, but the impact is not estimated to be significant.According to the City of Houston, the fiscal impact to the city cannot be determined at this time.
