                    BILL ANALYSIS             H.B. 3018     By: Moody     Transportation     Committee Report (Unamended)             BACKGROUND AND PURPOSE    There have been calls to honor Ted Houghton, who served for over a decade on the Texas Transportation Commission, including as chairman for the final four years of his service. His work with the commission helped to secure transportation funding in El Paso, which spurred economic development in the region by providing greater access to the city and to The University of Texas at El Paso. H.B. 3018 seeks to recognize his achievements by designating a portion of State Loop 375 in El Paso County as the Ted Houghton Expressway.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 3018 amends the Transportation Code to designate the portion of State Loop 375 in El Paso County between its intersection with South El Paso Street and its intersection with Race Track Drive as the Ted Houghton Expressway. The bill requires the Texas Department of Transportation, subject to a grant or donation of funds, to design and construct markers indicating the designation as the Ted Houghton Expressway and any other appropriate information and to erect a marker at appropriate sites along the highway.        EFFECTIVE DATE    September 1, 2021.
