                    BILL ANALYSIS             H.B. 315     By: VanDeaver     State Affairs     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Honorably retired veterans of the U.S. military are allowed to keep their uniforms to wear on special occasions and to be buried in their uniform. It has been noted that state law currently does not grant similar privileges to honorably retired state peace officers. H.B. 315 seeks to recognize the service of these officers by authorizing an honorably retired state peace officer to purchase an official uniform from the commissioning agency and to be buried in that uniform.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 315 amends the Government Code to authorize an honorably retired state peace officer to purchase a uniform previously issued to the individual by the officer's commissioning state agency. An individual who purchases a uniform may be buried in it and an applicable state agency must establish the amount, capped at fair market value, for which a uniform may be purchased.        EFFECTIVE DATE    September 1, 2021.
