The bill would amend Subchapter E, Chapter 223, Transportation Code, to authorize the Texas Department of Transportation (TxDOT) to enter into a comprehensive development agreement (CDA) for specific highway projects. The bill would amend Subchapter G, Chapter 370, Transportation Code, by adding Section 370.3051 to authorize a regional mobility authority (RMA) to enter into a CDA for specific highway projects. The bill would authorize TxDOT to enter into a CDA for a project listed under Section 370.3051. The authority for TxDOT and an RMA to enter into a CDA for a project specified by the bill would expire on August 31, 2031.Based on the information provide by TxDOT, it is assumed any costs or duties associated with implementing the CDAs authorized by the bill would be accommodated within existing resources and through the allocation of the agency's existing highway planning and construction funds.
