This bill would amend Chapter 33 of the Human Resources Code by prohibiting or limiting certain charges during a public health disaster in connection with delivery services provided by retailers participating in the Supplemental Nutrition Assistance Program (SNAP).The Health and Human Services Commission (HHSC) is the administrating agency for SNAP. HHSC is not currently responsible for retailer enforcement and compliance and does not have staff for this purpose. This bill does not address enforcement and compliance. Additional staff may be needed if HHSC becomes responsible for enforcement and compliance with the fees prohibition requirements of the bill as filed.
