The bill would add Chapter 448 to the Government Code to create the Texas Holocaust, Genocide, and Antisemitism Advisory Commission, under the direction of the Texas Historical Commission (THC). The nine member commission would be entitled to reimbursement for travel expenses incurred while transacting commission business. Meetings would be held quarterly. THC would be required to hire personnel as necessary to support the advisory commission in fulfilling its duties, including establishing staffing levels, positions titles, and salaries of the employees and managing and evaluating the employees. The bill would require THC to prescribe a budget, funding cycle, goals, and grant processes that shall be reported on along with THC activities. The bill would also require coordination with the Legislative Budget Board to propose goals, strategies, and performance measures for the advisory committee.
