                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION             April 14, 2021       TO: Honorable Briscoe Cain, Chair, House Committee on Elections     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB3341 by Swanson (Relating to a pilot program for recording activity at a ballot counting station.), As Introduced     No significant fiscal implication to the State is anticipated. This bill would amend the Election Code to direct the Secretary of State (SOS) to establish a pilot program relating to video recording of ballot counting activities. The bill would require the SOS to select six counties to take part in this program program.  The bill specifies that the program would operate until January 31, 2023 and would require the SOS to file a report with the Legislature.According to the SOS, assuming the agency would not be responsible for purchasing any software or hardware for the pilot program, no significant fiscal implications from the bill is anticipated.  Local Government ImpactThe fiscal implications of the bill cannot be determined at this time as the counties that would participate in the program are not specified in the bill.
