LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION April 11, 2021 TO: Honorable James B. Frank, Chair, House Committee on Human Services FROM: Jerry McGinty, Director, Legislative Budget Board IN RE: HB3419 by Guillen (Relating to the participation and reimbursement of certain children's hospitals under Medicaid.), As Introduced The fiscal implications of the bill cannot be determined at this time because it is unknown how many new providers would enroll in Medicaid and what the impact would be on utilization. The bill would amend the Human Resources Code to allow a children's hospital that meets Medicare participation requirements to enroll as a Medicaid provider and receive Medicaid reimbursement regardless of whether or not the hospital participates in Medicare. The fiscal implications of the bill cannot be determined at this time because it is unknown how many new providers would enroll in Medicaid and what the impact would be on utilization. However, the enrollment of any additional providers designated as a children's hospital is anticipated to increase client services costs.
