                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION             May 3, 2021       TO: Honorable Briscoe Cain, Chair, House Committee on Elections     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB3424 by Slawson (Relating to organized election fraud activity; imposing a civil penalty.), As Introduced     No significant fiscal implication to the State is anticipated. This bill would amend the Texas Election Code to create a civil penalty for election fraud.According to the Secretary of State, no significant fiscal impact to the state is anticipated.According to the Office of Court Administration, although the bill creates a new cause of action related to organized election fraud activity, any case volume driven by the bill should be absorbed by existing resources and no significant fiscal impact to the state court system is anticipated.According to the Comptroller of Public Accounts, the fiscal impact cannot be determined as the number of cases of noncompliance resulting in penalty revenue is unknown.  Local Government ImpactNo significant fiscal implication to units of local government is anticipated.
