                    BILL ANALYSIS             H.B. 3556     By: Clardy     Elections     Committee Report (Unamended)             BACKGROUND AND PURPOSE    It has been noted that certain counties have been using online training as an option for volunteer deputy registrars. However, concerns have been raised that these registrar applicants can sign up for training even though they do not live in the county offering the training, which could lead to multiple issues. H.B. 3556 seeks to alleviate part of this problem by requiring in-person training of volunteer deputy voter registrars.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 3556 amends the Election Code to require all training of volunteer deputy registrars to be administered in person.        EFFECTIVE DATE    September 1, 2021.
