It is assumed that the costs associated with the bill's provisions relating to youth diversion programs for children accused of certain fine-only offenses and related criminal justice matters and authorizing and imposing fees and fines could be absorbed using existing resources.This analysis assumes the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources.  Local Government ImpactAccording to Lubbock County, no significant fiscal impact on the county is anticipated because the county already provides such a diversion program for youthful offenders. The fiscal impact to other units of local government cannot be determined at this time.
