Frank, Chair, House Committee on Human Services     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB3686 by Ramos (Relating to the investigation of alleged exploitation of certain elderly persons.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would amend Human Resources Code to permit the Department of Family and Protective Services (DFPS) to continue an investigation of alleged exploitation of an elderly person for up to two years following the date of the elderly person's death if the investigation began prior to the elderly person's death.  The bill would take effect immediately if it receives a two-thirds vote in each chamber, otherwise the bill would take effect September 1, 2021.  Based on analysis of DFPS, it is assumed that the costs associated with implementing the provisions of the bill could be absorbed within existing resources.
