The bill would amend Chapter 461 of the Transportation Code to require a public transportation provider that offers reduced fares for people with disabilities to offer the same reduced fares for adults who have certain severe and persistent mental illnesses or other severely disabling mental disorders that require crisis resolution or ongoing and long-term support and treatment.  The Texas Department of Transportation (TxDOT) indicates that implementation of the bill may require the agency to update its oversight procedures to ensure that public transit providers who are subrecipients of federal and state public transportation funds administered by TxDOT are in compliance with the provisions of the bill. Based on the information provided by TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.  Local Government ImpactThe provisions of the bill would impact units of local government to the extent that the unit of local government oversees or operates a public transportation service and offers reduced fares to people with disabilities.
