                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION             April 5, 2021       TO: Honorable Terry Canales, Chair, House Committee on Transportation     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB3949 by Martinez (Relating to the conveyance or transfer of a portion of a state highway road to an airport, land port, or sea port.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would amend the Transportation Code to authorize the Texas Department of Transportation (TxDOT) to enter into an agreement to allow an airport, land port, or sea port to acquire a portion of a state highway road. The bill would require an agreement to provide that the airport, land port, or sea port is responsible for maintaining the property.Based on the analysis provided by TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources. It is assumed any savings from road maintenance responsibilities transferring from TxDOT to another entity that could result from an agreement authorized by the bill would be reallocated to other TxDOT road construction and maintenance program needs.
