                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION             April 12, 2021       TO: Honorable Will Metcalf, Chair, House Committee on House Administration     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB4017 by Capriglione (Relating to legislative oversight of investment in state agency information technology improvement and modernization projects.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would establish a joint oversight committee on investment in information technology improvement and modernization projects. The bill would require the committee to be composed of six members including three senators appointed by the lieutenant governor and three members of the House of Representatives appointed by the speaker.  The bill would also require the committee to provide a written report to the legislature that identifies existing and planned projects to improve or modernize state agency information technology systems, the method of funding for each project, the amount necessary to fully fund each project to completion, and strategies developed by the committee to ensure a long-term investment solution is in place, including strategies to access the full amount of federal funding available for the projects.  The bill would require the Department of Information Resources to provide staff support for the committee.  The committee would have the powers of a joint committee and would be able to obtain funding in the same manner as a joint committee.  The rules adopted by the 87th Legislature for the administration of joint committees would apply to the committee to the extent the rules are consistent with the bill.  The bill would abolish the committee on September 1, 2026. This analysis assumes costs to implement the bill's provisions could be absorbed within existing resources.
