                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION             April 30, 2021       TO: Honorable Garnet Coleman, Chair, House Committee on County Affairs     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB4140 by Coleman (Relating to issues affecting counties and certain other governmental entities and residents.), Committee Report 1st House, Substituted     No significant fiscal implication to the State is anticipated. It is assumed that the costs associated with the bill relating to issues affecting counties and certain other governmental entities and residents, including those relating to the administration of certain mental health grant programs established by the Health and Human Services Commission (HHSC), could be absorbed using existing resources. It is also assumed that HHSC would ensure that contracts for the community mental health grant programs would not exceed appropriated amounts. Unless HHSC is appropriated additional funding for this purpose, there may be less overall funding available by program for local grantees.
